by: David Cohen, John O'BrienSynopsis: The Construction Industry Institute defines partnering as "a long term commitment between two or more organizations for the purpose of achieving specific business objectives by maximizing the effectiveness of each participant's resources." Partnering has been used in the construction industry for a number of years. In fact, the U.S. Army Corps of Engineers first embraced partnering as a means of improving performance and lessening disputes on government construction contracts. Even today, as the use of partnering has expanded throughout government, the Corps is still one of its most ardent supporters because it has reduced costs, schedule slippage and litigation expense.
