by: David CohenSynopsis: Protesting the award of a task or delivery order has always been a difficult proposition, but it is now possible for orders exceeding $10 million. Previously, the Federal Acquisition Streamlining Act of 1994 ("FASA") provided that task and delivery orders can only be protested if the order adds work that was not contemplated in the base contract.
